The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 January 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). |

Objectives and aims |
The Company's objects shall include: |
To advance in life and help in Abergele and the surrounding area, with special emphasis on those young people between the ages of 10 and 25 through: |
(a) The provision of recreational and leisure time activities provided in the interest of social welfare, designed to improve their wellbeing and conditions of life; |
(b) The provision of support and activities which develop their wellbeing, skills, capacities and capabilities to enable them to participate fully in society. |

OBJECTIVES AND ACTIVITIES |
Significant activities |
The work of ACA is aimed at those people that are, or at risk of becoming, excluded from mainstream social and educational provision. Since 2005 ACA has pursued its activities through a facility operating as a community enterprise in Hesketh House known locally as Itaca...providing a community cafe and meeting rooms for use by the community. The services have always been adapted to meet local needs. |
Some of the usual work of the Charity was disrupted and restricted by lockdowns as a result of the Covid-19 pandemic. However, many of the activities continued throughout with an emphasis on meeting local identified needs in line with our objectives and our Project Development Plan. Food parcels continued to be supplied to people in crisis and Community Money Advice, Information and Benefits Advice operated remotely. The youth workers continued to deliver remote activities to young people finding new ways to engage with them. The cafe and IT resource remained closed. |
It wasn't long into the pandemic when it became clear that we could no longer afford to remain in the building. We served notice on our Lease and began to search for new premises. In November 2021, the Foodbank and Community Money Advice relocated to newly refurbished station buildings in the heart of the community in Pensarn where there are high levels of deprivation. A Lease has been granted by Transport For Wales. The young people relocated to their own premises in 2019. |
The Foodbank operates in two locations, Abergele and Kinmel Bay. The Kinmel Bay Foodbank continues to be operated in Kinmel Bay Church. |
The following activities form part of the Project Development Plan: |
Abergele District Foodbank |
ACA operates a Trussell Trust Foodbank... providing emergency parcels of food to people in crisis. Clients are signposted to other agencies able to help resolve the underlying cause of the crisis. The Foodbank supports socially disadvantaged or vulnerable people through a supported volunteer scheme. The Foodbank provides opportunities to build relationships with clients whilst establishing trust and opening up further opportunities to help and support them. |
The Foodbank supports socially disadvantaged or vulnerable people through a supported volunteer scheme. The Foodbank supports adults to volunteer within their local community - building confidence, self-esteem and reducing social isolation, providing opportunities to learn new skills in readiness for a return to employment, further training, or education. |
The Foodbank works closely with referral agents to find the underlying cause of the need for a food parcel and to work towards resolving the crisis. |
The Trussell Trust is a charitable organisation that supports a nationwide network of foodbanks that together provide emergency food and support to people locked in poverty, alongside campaigning for change to end the need for foodbanks in the UK. |
ACA embraces the vision of the Trussell Trust Foodbank for a UK without the need for Foodbanks and is committed to working with the local community to launch life-changing, sustainable, community-based projects by engaging the community in providing food and additional support to local people who are without access to food because of a lack of money. We uphold the Trussell Trust common values of compassion, justice, dignity, and community with the strategic goal of ending the need for our services, whilst recognising that we will serve people in crisis for as long as we are needed. |
The TT vision is for a UK without the need for foodbanks, and the strategy to achieve this is outlined under 3 main aims: |
Changing Communities: Working to reduce the need for their services locally, helping people to access targeted support that addresses the underlying reason for their crisis. |
Changing Policy: Working alongside partners to provide stronger evidence of the drivers of extreme poverty (or 'destitution') and pushing for positive solutions that will help tackle these. |
Changing Minds: Increasing levels of understanding and empathy amongst the public, locally and UK-wide, to build a movement that is willing to take action to create a just and compassionate society without the need for foodbanks. |
Abergele foodbank has been approved as a Pathfinder foodbank, which is part of the Trussell Trust five-year strategy. As a Pathfinder foodbank we have developed a strategic plan for reducing the need for our services locally with the goal of building a future where no one goes hungry, and everyone has enough money for the basics. |

OBJECTIVES AND ACTIVITIES |
Provides free, unconditional, fully confidential money advice and practical support to people from all walks of life, helping people overcome their money problems and make a fresh start on a stable financial footing free from the blight of indebtedness. Abergele Community Money Advice is authorised and regulated by the Financial Conduct Authority. |
Information and Benefits Advice |
Provides immediate/urgent advice about welfare and benefits matters as well as providing a free, impartial and confidential service to help people, with a focus to alleviate poverty and to promote inclusion and equality through advice, assistance and advocacy. |
Youth Inclusion (Abergele Youth Shed) |
Provides community-based intervention aimed at those young people aged between 10 and 25 that are, or at risk of becoming, excluded from mainstream social, economic, educational and digital opportunities. |
Abergele Youth Shed is located in a building adjoining the local school and provides a regular meeting place for young people where they can enjoy constructive and creative activities in a safe environment including digital music and media opportunities as well as opportunities to learn practical skills including cooking. |
Abergele Youth Shed provides a facility for after school activities, when young people are most vulnerable, contributing to reduced incidents of anti social behaviour. A variety of activities are delivered during school holidays providing a safe place for young people whilst also serving affordable and healthy snacks throughout the day.Abergele Youth Shed also provides inclusion support working with those young people that are, or are at risk of becoming, disengaged from education. |
The work focuses on voluntary participation. It is educative, expressive, participative, inclusive, and empowering. We respect the views and opinions of young people through participation in planning and delivering our programmes considering their interests and aspirations as well as individual needs. |

People will be helped to tackle the underlying causes of money problems and in the long term they will be more secure and will live more financially sustainable lives without the need for food parcels, restoring their dignity and self esteem whilst building personal resilience. |
Information and Benefits Advice |
This service will help to alleviate poverty and promote inclusion and equality through advice, assistance and advocacy enabling people to be more prosperous and to enjoy a better quality of life. |
People at risk of social and financial exclusion will feel less isolated because they will receive practical advice and support. |

FINANCIAL REVIEW |
Investment policy and objectives |
Since November 2021 the work of the charity has continued to fulfil the objectives through the work of Abergele District Foodbank and Abergele Community Money Advice in newly acquired premises in station buildings in Pensarn. The work with young people continues in the Abergele Youth Shed located adjacent to the Family Centre in the centre of Abergele. |
The work of Abergele Community Action is aimed at those people, including young people, that are, or at risk of becoming, excluded from social, educational, economic, and digital opportunities. We do this by providing a range of activities and opportunities within a safe and friendly environment. |
Abergele Community Action works with the community to deliver life changing, sustainable projects to bring about a real change in people's lives by providing activities which improve mental health and wellbeing whilst developing skills and competencies, to equip them to return to employment, education or further training and participate fully in society. |
The charity provides opportunities to build relationships with people whilst establishing trust and opening further opportunities to help and support them, building confidence and self esteem and reducing social isolation. |

FINANCIAL REVIEW |
Reserves Policy |
The trustees have reviewed and adopted a policy for holding reserves, having given due consideration to the operational profile of the charity the board feel that it is appropriate to hold reserves that as a minimum would cover the costs of winding up the organisation should the organisation have to close. The trustees feel that in practical terms this would represent holding a reserve equivalent to 6 months' core operational expenditure. On the basis that reserves fall below this threshold, the trustees will aim to restore the reserves to a minimum level within the next year by increasing fund raising and earned income and reducing expenditure. |
STRUCTURE, GOVERNANCE AND MANAGEMENT |
Governing document |
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. |
Memorandum and Articles of Association incorporated 17 January 2005 as amended by special resolution 19 May 2008 and by special resolution on 10th November 2104. |
Abergele Community Action became a charity from the 24th July 2008. |
Recruitment and appointment of new trustees |
Trustees are recruited from members of the community from all walks of life expressing an interest, nominated and appointed by majority vote of existing trustees. |
Organisational structure |
The chair person, vice chair and secretary are elected at the AGM. Volunteers and staff are responsible to the trustees. |
Induction and training of new trustees |
Roles and responsibilities of new trustees are explained by the company secretary and they are encouraged to undertake training when available. |

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 January 2023. |
Responsibilities and basis of report |
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). |
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act. |
Independent examiner's statement |
Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales, which is one of the listed bodies. |
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: |
1. | accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or |
2. | the accounts do not accord with those records; or |
3. | the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or |
4. | the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)). |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. |

The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. |

Pension costs and other post-retirement benefits |
The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate. |

The donations from Tesco are made regularly and represent a percentage of the value of donations of food made in the store to the Foodbank. |

This grant was awarded in Jan 2023 to support activity days out to improve the mental health and wellbeing for young people. |

This grant was awarded in March 2022 for three years to fund the salary costs of workers to manage and develop the Foodbank. |

This grant was awarded in July 2022 for 3 years, paid annually to cover the employment costs of Foodbank Co-ordinators. |
The Trussel Trust |
Various grants, including Financial Inclusion grants, were received during the year to support the employment costs of Abergele Foodbank as well as winter pressures such as additional food items or energy bills. |

UK Youth Thriving Minds |
This grant was awarded in May 2022 for three years to assist with employment costs of mental health workers to improve mental health support for young people. |
Youthshed Project |
Various grants were received during the year to fund the Youth Shed project. This consisted of grants from BBC Children In Need, NLCF, Comic Relief Community Fund, PACT Youth and Arnold Clark. |
Community Foundation Wales |
This grant was awarded in Sept 2022 to cover employment costs towards youth workers and new laptops for young people to prepare them for further education, training or employment. |
